CiMSA Blue Flag Rail Procedure

Prior to the first bulk cement load of the day (approx. 6:00 A.M.) the CCR Operator shall place the Blue Flag in the upright position installing the lockout hasp and then placing operations lock and tag.

Once operations have placed their lock on the Blue Flag lockout device the driver/operator will place their lock on the lockout and retain the key for removal. (This step shall be carried out by all drivers/operators prior to offloading to the rail car)

The CiMSA rail worker shall place his/her lock prior to the installation of the filter bags and associated piping.

Bulk cement loading, transport and transfer operation will be carried out between the hours of 6:00 A.M. – 8:00 P.M.

Once bulk cement operations are complete regardless of the time, will the driver/ operator remove their lock from the Blue Flag lockout device. (This step shall be conducted by all drivers/operators after the completion of offloading to the rail cars for the day)

The CiMSA rail worker shall remove his/her lock after the removal of the filter bags and associated piping is completed for the day.

After verifying there are no locks on the Blue Flag lockout device or personnel working on the rail, then and only then shall the CCR Operator remove the operations lock and lockout device securing the Blue Flag in the downward position notifying to the Rail Movement/ Switching the rail has been cleared from CiMSA for rail movement.
