Existing laws prohibit the intentional disposal of trash.  Regulations on marine trash and debris also are in MARPOL-Annex V, the Marine Plastic Pollution Research and Control Act, and regulations imposed by various agencies including the United States Coast Guard (USCG) and the Environmental Protection Agency (EPA).  Efforts to make sure materials do not accidentally become marine debris need constant attention.
