General Provisions

General (§ 250.1909) – This element requires offshore operators to develop written safety and environmental policies and implement an organizational structure that defines responsibilities, authorities and lines of communication. This element also requires operators to review the SEMS program for adequacy and effectiveness, document said review and implement changes to policies after the review. General provisions guarantee effective compliance by:

  • Designated worker responsibilities
  • Setting goals
  • Measuring the programs effectiveness
  • Developing policy descriptions
  • Setting up organizational structures
